Chapter 3
LACOAST are DG XI and the EEA who require specific environmental
change information to contribute to major reports on the coastal zones of
Europe (e.g., Dobris+3 and ‘State of Environment’ reports) at the end of
1997 and the end of 1998. If EO can successfully fulfil the requirements of
this customer, then there is significant potential for repeated use of EO
within coastal zone management by the Commission, and to expand this use
to national governments and regional organizations.
The LACOAST Project is composed of three main components:
1. The European wide analysis: This consists of a quantitative estimation of
Land use/Land cover changes that have occurred over a period of about
15 years (1975 and 1990) on the entire European coastal zones. The
classification for 1975 uses Landsat/MSS data, whilst for 1990 the
Corine classification is already completed (Landsat/TM and SPOT data).
2. The quantitative statistical analysis: This consists of estimations of
changes on samples of European coastal zones on 3 to 4 dates (1955,
1975, 1985 and 1995). The classification will make use of SPOT/HRV,
Landsat/MSS and aerial photographs.
3. The case study analysis: Three selected zones (along the Belgian coast,
along the border between Spain and Portugal, and in France) will be the
subjects of a more detailed analysis. This will be used as prospective
work for implementation of other coastal zones studies.
The Agricultural Information Systems (AIS) Unit of SAI co-ordinates
this project.
