3. THE CEO INITIATIVES TO COLLECT AND ANALYZE USER
REQUIREMENTS FOR EARTH OBSERVATION
related to environmental policies are considered provided that the activities
of the project would be of considerable potential benefit to the CEO program
and its participants.
The CEO SCAs contribute significantly to the aims of the CEO, and to
the aims or interests of the Earth Observation users for which they are
targeted. Where appropriate, they build on and exploit the achievements and
experience of existing national or European programs or initiatives in Earth
Observation. Concerted and shared-cost actions will make recommendations
for further actions, including those for possible implementation in future
Framework programs.
Regarding specifically how the SCAs will contribute to the
documentation of requirements for EO, each project shall deliver a User
Requirement Document, an Implementation Report and a document stating
how well the user requirements were fulfilled by the developed products and
services.
Following a first call, 19 Shared-Cost actions and 2 Concerted Actions
are presently supported. The projects cover a wide range of thematic areas,
from crop yield forecast at regional level to general atmospheric circulation.

3.2
Projects in support of services of the Commission
These demonstration/pilot projects are very similar to the Shared Cost
Actions in their overall objectives. Their specificity is to address needs and
requirements of the European Commission itself; the customers are here
Services of the Commission. In order to better monitor the progresses of
these projects and to assist the customer DGs in the definition of the
requirements, the thematic Units of the Space Applications Institute are
providing support in the conduct of the projects and are in charge of the
management. The projects are summarized in Table 1 below.
A short description of each project and its current status and future
activities is given below.
3.2.1
LACOAST project
The aim of this project is to estimate quantitative changes of land cover
and/or land use in European coastal zones especially due to human activities.
The second part of the project consists in identifying and interpreting the
factors responsible for the change itself. The customers for project
