own in many applications.

DESIGN AND IMPLEMENTATION PHASE
ACTIVITIES
3.1
Area 3.3 (CEO) Shared Cost Actions
The CEO follows on the collection of requirements for EO by supporting
pre-operational projects aimed at satisfying the needs of well identified
customers. The main mechanism is through Shared Cost Actions (SCA).
Concerted actions (CA), aimed at coordinating research for developing
applications are also supported. All these actions form the area 3.3 of the
Environment and Climate Program.
The objectives of area 3.3 are to:
stimulate the production of information and related services from Earth
Observation data in response to customer needs,
encourage the provision of such services, and
help increase the quantity and quality of available data, products and
services.
Projects should help to develop pre-operational applications and place
service providers in a good position to develop the market further. Sharedcost application projects will:
help existing service providers to find customers,
help existing users of Earth Observation to find service providers,
encourage new customers to use Earth Observation,
encourage existing customers to extend their use of Earth Observation
into new fields,
draw more participants into the CEO program, and
populate and use the data bases maintained by the Enabling Services.
The CEO SCAs are intended to introduce the use of Earth Observation
to as diverse a set of potential participants as possible, to ensure that workers
in many disciplines become informed of the ways in which Earth
Observation might be useful to them. For this reason the CEO does not
prioritize any particular theme for the application of Earth Observation
information in Area 3.3, and gives equal weight to any thematic area
relevant to European Union policies. Normally these policies should be
related to the environment, but projects in thematic areas that are indirectly
