2.4 Structure
To ensure efficiency and duration of the MERSI. Web system, its structure will resort
to:
a centre in each Mediterranean country which will act as a national reference
centre. It will be responsible for the management (search, evaluation, storage,
up-dating) of the descriptive information at national level. It will ensure links
with other organisations working in this field in its country and with main
national users;
a centre performing a Mediterranean role which will manage information at
regional scale (also derived from information at national scale, as well as
relevant to multi-national projects, etc.) and connections with regional
organisations and regional users. It will ensure links among the national centres
and will be responsible for the initiative co-ordination. It will foster the
popularisation of remote sensing applications through the drawing-up of special
pages and presentation of successful stories on the web.
The system design and implementation will be made through close co-operation
among the regional and national centres.
The creation of such a network relying on centres skilled in satellite remote
sensing techniques and applications will ensure, during the implementation phase,
the homogenisation and quality of the system and the maintenance and the "life" of
MERSI.Web during the operational phase.
Access of the Public to the information stored at regional and national levels will
be made possible through the Internet. Innovative structures will be used for
updating, searching and presenting the database on the Internet and ensure links to
the different network nodes.
This process will allow the diffusion and the use of the information set and will
guarantee the necessary feedback to improve the system and to increase the
information.
3 The Regional Forum in Morocco
A regional Forum has been organised in October 2000 in Morocco, together with the
Centre Royal de Teledetection Spatiale (CRTS) of Morocco (ERS/RAC Focal Poine
to gather representatives of specialised centres based in Mediterranean countries,
dealing with remote sensing and its environmental applications, and to present to,
and to discuss with them a plan for the joint setting-up of a network to build up a
"Mediterranean Environment Remotely-Sensed Information Web" (MERSI.Web).
The following 14 national Centres/Organisations, remote sensing centres or
institutions working in the environmental field and resorting to remotely-sensed
