In the prospect of a growth of the network towards taking into account new
national concerns and towards a greater network representativity (thematic or ecogeographic); these selection criteria could be modulated, classified differently in
order of importance, or modified.
Therefore, ROSELT lOSS is founded on an evolutive scenario in three successi ve
phases:
1) An initiation stage or program start-up through a reduced number of
observatories selected for implementing and testing protocoles of data collection
and processing defined as such following the integration and harmonization of
existing methods. These pilot observatories must be useful for demonstration
purposes and training oflocal and national personnels hence they will constitute
the beginning of the national networks of observatories.
2) A stage of structuration and consolidation of the network, in the framework of
PAN and PASR as scheduled by CCD, which will extend to new observatories
(those already identified, to which others will be added, in terms of the
diversification of thematics and financings available) aimed at increasing the
representativity.
3) A stage of total functioning of the observatories and continued improvement of
the network in the long-term, when the network organisation will permit optimal
integration and harmonization at different levels of organisation. Elsewhere, the
different means of orientating progressively the ROSELT structure towards selffinancing will have been explored.
3 Sample Program of Activities of An Observatory
O. Preliminary activities
Preliminary stage of the quadriennal program comprising up-grading of existing
data on ROSELT observatories, in a form of synthesis report and the elaboration of
a map on land cover (point zero).
A. Long-term environmental monitoring activities
AI: Land cover monitoring and states of soils surface: Periodical up-dating of maps
on lands cover and states of soils surface.
A2: Meteorological and climatic parameters monitoring: Local climatic conditions
monitoring (rain-falls, sunshine, temperatures, winds, humidity, exceptional
atmospherical events, vegetation fire ... ).
A3: Monitoring of edaphical and resources in soils parameters: Monitoring of the
biological, physical and chemical variables of substrates of spontaneous or planted
vegetation.
A4: Vegetation and vegetal resources monitoring: Monitoring of the biological
diversity and the state of conservation of salvage species, key species, planed taxons
(including traditional varieties) and the endemic and/or threatened species (the
unlisted).
