products designed as per the state of the environment and its evolution, its
relationships with the social and economic dynamics, serve on one side, as tools
for the establishment of strategies and sustainable development and protection
plans and, on the other, they serve as support to development programs and
assistance in decision-making in the field of natural resources management.
Within this framework ROSELT/OSS must be a strict scientifical program,
technically and financially workable, sociably acceptable and self-financing in
the end.
3) To ensure a function in the fields of training experiment and learning of
environmental problematics and their inclusion in rural development policies,
programs and practices.
ROSELT/OSS strategy enters in a gradually formed and participative approach,
preferring by far local and sub-national scales to feed in a coherent manner the
needs at national, sub-regional and regional levels. It takes into account the
characteristics and the particular nature of OSS intervention zone, whose specific
features are of two orders at the same time: eco-climatic order and socio-economic
or cultural order.
Thus, ROSELT enters entirely in the spirit of the Rio Declaration and ACTION
21 (Conventions on Biodiversity, Climatic Changes and Control of Desertification),
and can constitute a key device in the implementation of the three conventions put
forward and approved by CNUED.
2 Structure of the Network
The observatories identified by OSS have been selected according to the following
criteria:
- The different bioclimatic zones characterizing the arid lands;
- The major particular ecosystems (steppes, savannahs, associated farming
systems);
- The many uses of natural resources in each one of the three sub-regions;
- The quality of the scientific and technical results.
The members countries have proposed potential candidate territories by
supplying the necessary data and by defining their priorities. The identification
approach has led to the selection of a first group of 25 observatories and clusters of
observatories identified as being part of ROSELT by OSS and responding to predefined criteria.
Their total number is certainly insufficient for them to become representatives of
thematics addressed on the circum-Saharian zone.
Nevertheless, the
implementation of such a program can only be achieved in a progressive manner,
and a number of preliminary conditions must be met: elaboration and mastery of an
harmonized methodology of data collection and processing, training of personnel in
sufficient number, defining the needs, compatibility with the national programs and
with the ones through cooperation, etc ..
