2 Geomatics standards
ISO 19139
The ISO 19139 (Metadata - implementation specifications) aims at defining an
XML encoding for the metadata elements defined in the ISO 19115 (Metadata). Because of the abstract nature of the ISO 19115 specification, the actual execution of
geographic information metadata could vary based on the interpretation of the metadata producers. The ISO 19139 is meant to enhance interoperability by providing a
common specification for describing, validating and exchanging metadata about geographic datasets.
ISO 19140
Within the ISO/TC211 the discussion has started on methods to organize the necessary continuous update of the ISO 19100 standards. A first attempt is the New
Work Item Proposal ISO 19140 (Technical Amendment to the 191 ** Geographic information series of standards for harmonization and enhancements). Presently the
organizational shape of the effort is not yet clear. The discussion about the number
of involved expert teams, the time frame, and the responsibilities has not come to a
conclusion.
2.3.3 Directions and Activities
The work of ISO/TC211 (Geographic information I Geomatics) has completed its
first lifecycle. Almost all of the base standards have reached or passed stage five, the
enquiry stage. The documents are Draft International Standard (DIS), Final Draft International Standard (FDIS), or International Standard (lS).
Trends
Though the future direction ofISO/TC211 is partly open, the prevailing trends are
clear. The base standards will move to practical implementations with responsibilities devolving to industry and national or supranational government institutions. The
ISO/TC211 member countries are committed to adopt the ISO 19100 standards. The
support facilities for implementers of the ISO/TC211 are limited.
There will be a strong case for using profiles and application schemas of the ISO
19100 family to build well-tailored environments for specific fie1ds of applications.
One example ofthese fie1ds is the property cadastre.
The ISO/TC211 will also be shifting its focus to neighbouring areas of work
where the industry has expressed a need for standardisation. The most prominent example of a new area is the location based mobile services.
