ENVIRONMENT AND CLIMATE
A special programme in Environment and Climate was created by Council of Ministers
decision at the end of 1994, to provide 566.5 million ECU for shared cost (50% partfunding) and concertation actions through the end of 1998. The main areas of research
include: research into the natural environment, environmental quality and global
change (247.75 million ECU); environmental technologies (131.25 million ECU);
space techniques applied to environmental monitoring and research (107.6 million
ECU) including activities with the CEO - Centre for Earth Observation of DG JRC;
and human dimension of environmental change (39.4 million ECU).
Since much marine and coastal zone work is directly related to environmental
research or climate/earth observation, there are numerous opportunities for researchers
to participate in this programme. Specific to the CZM community are the projects
ELOISE (European Land-Ocean Interaction StudiEs) and the Aquatic and Wetland
Ecosystems study, carried out under the Biospheric processes action line. ELOISE is
implemented in cooperation with MAST III.
A second joint action between E&C and MAST is ENRICH - the European
Network for Research into Global Change - which runs through 1998. Full details on

COST
DG XII is also heavily involved in COST - European Cooperation in the field of
Scientific and Technical Research - a framework that permits coordination of national
level research on a European scale. COST Actions support both basic and precompetitive research. COST began in 1971 via a Ministerial Conference supported by
the original 19 members of the planned consortium. Today’s 25 member countries
include all 15 EU Member States plus Iceland, Norway, Switzerland, Czech Republic,
Slovakia, Hungary, Poland, Turkey, Slovenia and Croatia. COST began with 7
individual actions in 1971 and has grown to more than 115 today. Any COST country
can join any Action by signing a Memorandum of Understanding (MoU) which is the
legal basis for each Action. An Action comes into force when at least five signatory
countries have signed the MoU relating to that Action.
The COST administrative structure includes a Committee of Senior Officials
(CSO), the highest decision making body of the framework, with representatives from
all 25 member countries and the European Commission. Each member also has a
COST National Coordinator. The Secretariat consists of a Council COST Secretariat,
representing the Council of Ministers of the European Union, and a Commission
COST Secretariat, representing the European Commission. The EC provides the
scientific secretariat for the Technical Committees, primarily via DG XII, but also
from DG VII (COST Transport) and DG XIII (COST Telecommunications).
