As of June 1997 there were COST Actions operating in 18 research areas,
including Oceanography, Environment and Meteorology. In Oceanography, two main
activities are the European Sea Level Observatory System (EOSS) and Use of Marine
Primary Biomass. In Meteorology, one activity is Measurement and Use of Directional
Spectra of Ocean Waves.

INCO
A separate programme for International Cooperation in RTD (INCO) is also managed
by DG XII, with support from other Directorates as necessary. INCO strives to
strengthen links with international organisations and non-EU Member States,
especially in East and Central Europe and Russia, to promote scientific and
technological cooperation across Europe. As such, INCO supports projects across a
wide range of RTD activities, spanning the Fourth Framework Programme. Of
perhaps most relevance to the marine/coastal zone research community are projects in
the area 3.1.1 of the INCO-DC programme - Sustainable Management of Renewable
Natural Resources or certain themes in area 3.1.2 - Sustainable Improvement of
Agricultural and Agro-industrial Production. The September 1995 Call for Proposals
resulted in 65 projects being funded in these two scientific content areas, including
many dealing with wetlands, aquatic ecosystems, coastal zone (nearshore) ecosystems,
aquaculture, CZ risk management, etc.

DG Joint Research Centre (JRC), Ispra, Italy
In 1996, the Joint Research Centre, formerly part of the EC’s Directorate General
(DG) XII (Science, Research and Development), became the Commission’s newest
Directorate General in its own right, now known as “DG JRC”.
CEO (CENTRE FOR EARTH OBSERVATION)
The Centre for Earth Observation Unit of the Space Applications Institute of the EC’s
Directorate General JRC (Joint Research Centre) is located at Ispra, Italy. It is one of
the largest EU funded GI-related metadata projects ever launched by the Commission,
with full Member State support, on a total budget of 100 million ECU (50% from
Member States and 50% from the EC budget). In the CEO programme, the main online information resource is the EWES server, containing hundreds of references to
Coastal Zone research and management projects, as well as access to expertise, to other
