DG XII Programmes with Marine and Coastal Zone Related Actions
DG XII oversees several different programmes, either totally, or in cooperation with
other parts of the Commission, such as DG III (Industry), DG XIII
(Telecommunications), DG XI (Environment).
MAST
The MAST - Marine Science and Technology - Programme began in 1989 with MAST
I (1989 - 1992), followed by MAST II (1991-1994) and now MAST III (1994-1998),
that is funded by the EU at 243 million ECU, under supervision of DG XII. There are
four main activities:
marine science, which covers all seas in the European Economic Area,
involving much multi-disciplinary research which is often specific to regional
seas and/or to extreme marine environments;
strategic marine research, emphasising the coastal zone and socio-economic
impacts;
marine technology; and
a range of supporting initiatives.
Activities conducted under the MAST banner liaise with many other
international programmes, including the International Geosphere-Biosphere
Programme (IGBP), the World Climate Research Programme (WCRP), the Human
Dimension of Global Environmental Change Programme (HDP), the Global Ocean
Observing System (GOOS) in cooperation with international bodies such as the
Intergovernmental Oceanographic Commission (IOC) of UNESCO, the International
Council for the Exploration of the Seas (ICES) and the International Commission for
the Scientific Exploration of the Mediterranean (ICSEM). Most projects are conducted
on a shared cost basis (up to 50% funding) and include consortia of partners from more
than one EU of EFTA/EEA Member State.
To date, MAST has supported 23 projects in the Marine Science area,
including four regional sea projects (Ocean Margin Exchange, Baltic Sea Study,
Mediterranean Targeted Project, Canary Islands Azores Gibraltar Observatory); 17 in
Strategic Marine Research (all in coastal and shelf sea research and coastal
engineering); and 18 projects in Marine Technology. Full details of the MAST

MAST remains the premier programme under which the marine and coastal zone
research community can access EU support.
