INNOVATION, the follow-on to the DG XIII SPRINT programme (Strategic
Programme for Innovation and Technology Transfer), focuses mainly on
creating and exploiting networks of research and industrial partners to
transfer and develop existing technology or emerging technologies resulting
from advanced research effected under other EU or nationally funded R&D
programmes.
Specific information and communications technologies related programmes
such as IMPACT (Information Market ACTions) and INFO2000 were enacted
by DG XIII/E and both included a GI/GIS component for pilot projects,
several of which were in the area of metadata and/or GI data provision,
including in the marine area (e.g. funded projects such as ERGIS - European
Marine Resource Geographical Information Service and ENGINE, and
proposals such as COASTWEB, Arctic2, EMMA - European Maritime
Multimedia Data Agency for the North Sea region, etc.). Programmes such as
IMPACT and INFO2000 will not fund pure research or “science”, but they can
fund supporting initiatives in other action areas necessary to advancing the
objectives of marine and coastal zone researchers, i.e. awareness, information
networks, etc.
At the EC’s DG Joint Research Centre (JRC) in Ispra, Italy, two initiatives
exist which have a high GI/GIS and/or marine component. These are the
Centre for Earth Observation (CEO) and the Marine Environment Unit of the
Space Applications Institute.
The EU Directorates already mentioned also sometimes “mix and match” their
budgets to achieve a special result, perhaps in an area not foreseen when the
original programme budgets were set. A typical example is the “Blue
Seminars” on “aquatic processes and water technology” of the JRC which
were allied to the DG XII Task Force on “Environment - Water”.
The programmes mentioned above are the prime funding sources for marine
and coastal research from the EU Institutions. However, there are other GI/GIS and
marine/coastal related projects, which are effected under various programmes of other
EU Directorates or as part of their operational remits. Examples are certain projects
executed under the PHARE and TACIS programmes of DG I (International Affairs)
for East and Central Europe and the Russian Federation, in which the EEA (European
Environment Agency) sometimes also plays a part. DG XI (Environment) has already
been mentioned and effects joint projects with the EEA. GI/GIS are coming into wide
use in the work of DG VI (Agriculture) and DG XIV (Fisheries), especially in
planning and remote monitoring, and marine/coastal zone issues are of direct interest
to both these Directorates General.
