support, telemetry system support of the U.S. Air Force Balloon Program,

• Thirteen years as the NMSU Site Manager of the NASA National Scientific
Balloon Facility (NSBF) in Palestine, TX.
After retiring in 2000 from NMSU, Bawcom provided part time management support and technical support to the NASA Balloon Program in Antarctica, in particular the coordination of new support facilities for balloon operations at McMurdo
Station. He also worked with NMSU to develop Unmanned Aerial Vehicle (UAV)
operational capabilities at Las Cruces, NM.
Henry M. Cathey, Jr.
He earned a B.S. in Mechanical Engineering from Vanderbilt University and an
M.S. from George Washington University. He is Engineering Group Supervisor
for the Physical Science Laboratory (PSL) at the NASA Wallops Flight Facility.
He has worked in support of the NASA Balloon Program since 1994 in virtually
all aspects of the balloon research and development efforts. He was instrumental
in the latest zero-pressure balloon design efforts, and a leader in the development
of the NASA super-pressure ULDB. His ballooning experiences have covered all
aspects of ballooning including balloon design, materials, manufacturing, testing,
analysis, operations, and test flights. Many of his balloon related activities have
concentrated in the thermal and performance analysis areas relating to scientific
balloons. He coordinated and served as the leader for large model balloon testing
and was flight lead for all the NASA super-pressure balloon test flights. He was
awarded a NASA Exceptional Public Service Medal for his work in support of
NASA’s balloon project.
