G. Dwayne Orr
He attended Texas A&M and received a B.S. in Aeronautical and Aerospace
Engineering in 1985. He has been at the Columbia Scientific Balloon Facility
since 2000, where he is currently the Deputy Site Manager. His duties include
management of a team of engineers, meteorologists and mechanical technicians
responsible for all CSBF launch operations activities including and mechanical
systems and support aircraft. He managed several scientific campaigns in North
and South America, including the first circumnavigation long-duration flight in
the northern hemisphere which was controlled via satellite from Palestine,
TX.  This role included conducting flight planning and requirements meetings
with scientists and launch crew, supervising and coordinating the efforts of 10 to
20 professional and non-professional personnel.
James L. Rand
He was a professor at Texas A&M University from 1968-1979. He was a preeminent researcher in the field of thick film structures and balloon technology. He
was the principal developer of the strain transducer used to measure strain in high
