14.6.3 Science, Engineering, Technology, and Innovation
(SETI) as the Medium for Country Resilience Building
Reflecting on the current condition, both in policy development and on the ground
situation where there is no formal youth platform on DRR available and the engagement of youth in DRR in Indonesia seems unclear and only serves as complementary
in the overall policy target. U-INSPIRE comes as an effort from YYP to contribute
to DRR by utilizing SETI as a catalyst. U-INSPIRE also believes that DRR is not a
stand-alone subject rather than a multi-, trans-, and interdisciplinary subject where
various disciplines and approaches can contribute to reducing risks. Many scholars
and the SFDRR itself emphasize the importance of SETI to achieve all of the priority
actions (Weichselgartner and Pigeon 2015). Aitsi-Selmi et al. (2015) also mention
that a collective consensus after the adoption of SFDRR reveals that DRR requires a
more integrated approach and utilization of science-based policy, meanwhile Southgate et al. (2013) in UNISDR report on Using Science for DRR reconfirms that
science can impact on DRR and that science can be used to implement effective
evidence-based policy and practice Shaw et al. (2016) further highlight that utilization of SETI for DRR has benefitted society in mitigating the risks, and a combination
of hard and soft sciences is practically answered the critical disaster problems within
the community.
Based on the abovementioned reasons, it is critical to have a platform that will not
only able to bridge the multi-, trans-, and interdisciplinary research and collaboration
among YYP from various backgrounds and expertise, but also able to serve as an
arena to cultivate and utilize SETI for reducing risks as what U-INSPIRE envisions
to foster Indonesian YYP as the generator of SETI for disaster resilience at local,
national, and global level. This is made actions taken as illustrated in the picture
below (1) bringing the voice of YYP in SETI for DRR; (2) creating and endorsing
space for YYP to empower their role in SETI for DRR; (2) bridging the valley of death
between researchers and government, practitioners, and communities (Fig. 14.8).
More broadly, U-INSPIRE also seeks to take more strategic actions by doing advocacy works on various levels to voice the YYP aspirations and to pursue changes in
the DRR policy landscape. U-INSPIRE tries to emphasize the message that YYP is
not only the object of policy but also able to serve as a strategic partner for stakeholders in building the resilient of the community. These actions are done through
various lobbying and advocacy works since the first establishment of U-INSPIRE at
many levels. The highest achievement was the acknowledgment of BNPB Indonesia
to U-INSPIRE as an official YYP platfrom on SETI for DRR that was delivered on
the Indonesia Country Report on the Sixth session of Global Platform for Disaster
Risk Reduction (GPDRR) on October 2019 in Geneva.
