coordinated with BNPB and/or BPBD. The tasks of coordination and policy implementation on disaster management in the pre-disaster phase as well as community
empowerment are under one deputy in the BNPB, i.e., the Deputy of Prevention.

about youth.
Youth affairs are basically led by the Ministry of Youth and Sports. The
ministry coordinates policy and program on youth with other ministries and agencies
(including nongovernment agencies), local government and other relevant elements
of society. Law No. 40/2009 on Youth states that government is responsible for
raising awareness, empowering, and developing youth potentials; whereas the youth
are expected to actively play roles as those with moral strength, social control, and
agent of change in all aspects of national development. Government Regulation No.
4/2011 on Entrepreneurship Development, Youth Pioneering, and Provision of Facilities for Youth remarks that facilitating youth pioneering is the task and responsibility
of government at the central, province, and local level, which includes providing
infrastructure, budgeting, and planning. To support planning, the government needs
to create inventory and identification of youth interest and potentials, required infrastructure and facilities, analyses, and formulation of standards, guidelines, and technical assistance. None of these regulations under this ministry explicitly mention
about youth in the context of disaster management, despite the urgent need of disaster
management and youth potentials. However, there are programs or activities under
Ministry of Youth and Sports focused on disaster, including disaster management
training, and relief distributions that can serve as an entry point as an opportunity to
promote disaster management related contents in the youth leadership development
curriculum that is regulated under the Regulation of Ministry of Youth and Sports
No. 59/2013 as one of the basic requirements.

under the Ministry of Social Affairs and Ministry of Health, i.e., Regulation of
Minister of Social Affairs No. 29/2014 on Taruna Siaga Bencana and Ministry of
Health Decree 406/Menkes/SK/IV/2008 on the Forming of Disaster Ready Youth
or Dasipena (stands for Pemuda Siaga Peduli Bencana). Under the aforementioned
regulations, both ministries established voluntary like space nationwide to support
disaster management by recruiting youth as volunteers. Dasipena, set up by the
Ministry of Health aims to support the health aspects of disaster management. It
organizes students from Health Polytechniques and representatives of the youth organization at the provincial level, trained students from a health education institution,
Saka Bhakti Husada (SBH), trained scouts, trained youth organization representatives. Operations are financed by government budget and other additional funding.
