Cadre), set up by the Ministry of Social Affairs, aims to support the government
for social protection in disaster management. It mobilizes local communities from
a wider range of age, not only youth, i.e. between 18 and 45 years old. The nature
of both organizations is to implement health and disaster response, and they occasionally get invited for disaster preparedness programs. There are no modalities to
encourage proactive innovation or the provision of potential funding support for
their proposal. In addition, the BNPB’s policy and programs do not specifically
aim for youth as the main driver of the DRR. The recent BNPB’s strategic plan of
2014–2019 on prevention and preparedness, however, emphasizes on “Disaster Risk
Reduction Movement” (Gerakan Pengurangan Risiko Bencana), which has a focus
on cooperation with thematic university-student community service program (KKN
Tematik).
14.6 Discussion
14.6.1 Youth as Agents of Risk Communication and Disaster
Risk Reduction
As explained in previous sections, there are quite a number of DRR-related
movements and organizations involving youth. This suggests that various stakeholders have recognized youth potentials as risk communication agents. Figure 14.6
summarizes various youth-related organizations and movements, the nature of their
activities, and gaps that need to be filled to better engage youth.
