Traditional knowledge is built, maintained and preserved widely known and this
greatly helps scientists develop a bottom-up strategy in the management of Coastal
and Marine Resources (SDPK) and the government. So, the form of concern of the
Ministry of Maritime Affairs and Fisheries (KKP) on this matter is the adoption of
local people’s knowledge and wisdom in preparing Law No. 27 of 2007 concerning
Management of Coastal Areas and Small Islands, as one of the traditional knowledge
and wisdom that must be known. Through the laws and regulations, the use of local
wisdom as the foundation of resource management is a relatively new approach in
Indonesia. This kind of management is usually termed participatory management,
collaborative management or sometimes also called community-based management.
Related to the management of SDPK, it basically has a goal to improve the welfare
of the whole community social well-being in a sustainable manner, especially the
local community living in the coastal zone (wilayah pesisir). Therefore, in the utilization of SDP, the ecological aspects in terms of the sustainability of resources and
ecosystem functions must be maintained as the main foundation for achieving this
welfare. The use of SDP is expected not to cause damage to fishing ground, spawning
ground, or nursery ground fish. In addition, it also does not damage the function of
mangrove (bakau) ecosystems, coral reefs (terumbu karang), and seagrass beds that
have ecological relevance to the sustainability of resources in coastal areas.
The local wisdom of the community regarding the environment comes from two
words, namely wisdom and local. In general, local wisdom can be understood as
a local idea that is wise, full of wisdom, good value, embedded and followed by
members of the community. According to the formulation by the Ministry of Social
Affairs (now the Ministry of Social Affairs), local wisdom is defined as a view
of life and knowledge as well as various life strategies in the form of activities
carried out by local communities in answering various problems in meeting their
needs. In anthropological concepts, local wisdom is also known as local knowledge
(indigenous or local knowledge), or local intelligence (local genius), which forms
the basis of cultural identity. Local wisdom is one of the heritages of the ancestors;
the inheritance can be in the form of values of life that are united in the form of
religion, culture, or customs. The existence of local wisdom is not without function.
Local wisdom has many functions; as written by Sartini, the function of local
wisdom is as follows: (1) Serves for conservation of natural resources; (2) Serves for
the development of human resources; (3) Serves for the development of culture and
science; (4) Serves as advice, trust, literature, and taboos; (5) Social meaning such
as communal integration ceremonies/relatives; (6) Social meaning; (7) Meaningful
ethics and morals; and (8) Meaningful politics, local wisdom related to culture, has
an important meaning to maintain the sustainability of culture, as well as to maintain
its sustainability.
