also found that climate change adaptation governance is low in precision and obligation, which is partly explained by the notion that adaptation is perceived as a
contested public good. While the public sectors, particularly the governments, must
take the lead in financing climate change action, more active participation of the
private sector in a global scale is critical to achieve the scale needed to transition to
climate-resilient economies.
