security. Furthermore, she argued that: ‘[Municipal officials] do have a strategy
that relates directly to ecological infrastructures, but that [the municipality] does
not link an ecological infrastructure directly to water security’. She did, however,
indicate that an ecological infrastructure is linked to flood management. Agential
causal mechanisms were visible in her interview when she spoke about projects like
the Sihlangzimvelo initiative, which focuses on rivers, their rehabilitation and the
improvement of water security (p. 126).
What is interesting about Respondent 15’s causal mechanism diagram is that the
ideational and material causal mechanisms received almost equal scores, namely, 31
and 37, respectively, while agential and structural causal mechanisms received scores
of 11 and 8, respectively (Fig. 3.50). The ratio between the material and ideational ,
and the agential and structural mechanisms is quite low for this respondent, compared
