systems, so that they can function effectively and not destructively…’. This statement
is an ideational causal mechanism that is aimed at changing the actions, policies and
bylaws of the municipality. It is a good example of the interplay between ideational,
agential and structural causal mechanisms, within the context of the Palmier River,
and the perceived problems that the system experiences as a result of human activities.
Respondent 12’s causal mechanism diagram reveals a score of 56 for material causal mechanisms, followed by structural mechanisms, with 47. Agential and
ideational mechanisms received almost equal scores, namely, 34 and 30, respectively
(Fig. 3.45). Respondent 12 is another municipal official who focuses his attention
on the municipality’s climate change responses. During the interview, he spoke at
length about the solar initiatives that are being implemented by the municipality.
This is the reason that the material and structural causal mechanisms scored the
highest, which indicates that there is interplay between them. An example of this is
the photovoltaic solar cells and the municipality’s bylaws and policies that facilitate
