The analysis of causal mechanisms in Respondent 11’s interview shows that material and agential causal mechanisms received almost equal scores, with 25 and 22,
respectively. We see the same for structural and ideational mechanisms, with scores
of 17 and 15, respectively (Fig. 3.44). He indicated that the PRW is a voluntary group
that was formed in 2013 based on the claim that ‘ongoing and repeated pollution and
habitat destruction has caused the aquatic creatures and plants that were in abundance
a few years ago, to all but disappear’. This statement contains the philosophy of the
PRW, which is an ideational mechanism that constitutes its actions. As an interest
group representative, he was quite critical of eThekwini’s structures of rule and he
blamed these for the dismal state of the Palmiet River. Likewise, he showed that
‘a parallel intervention to do a “green infrastructure” is required to reverse ongoing
environmental degradation, namely “retro-engineering” storm-water and wastewater
