considerable decline in agricultural workforce ranging between 25 and 7% (Planning
Commission 1953).
As expected, the first plan focused on the need for energy for growing more
food by providing water to the farmland during lean period. The planning commission (Planning Commission 1953) gave priority to agriculture, irrigation, and power
sector and provided substantial financial support to these areas out of the proposed
expenditure of INR 20,690 million (Fig. 2.8). Keeping in mind the demand for irrigation and power, five new multipurpose hydroelectric projects were proposed at a
cost of INR 2000 million. These were:
• Kosi (Stage I);
• Koyna (Stage I);
• Krishna;
• Chambal (Stage I); and
• Rihand.
