• Decision No. 39/2018/QD-TTg, dated 10/9/2018 by the prime
minister on revision, and supplements for some articles of the Decision number 37/2011/QD-TTg, dated 29/6/2011 on the wind
power price subsidy mechanism. This Decision revised the gridconnected electricity selling price to 8.5 US cents/kWh for onshore
wind power and 9.8 US cents/kWh for offshore wind power. This
decision became immediately effective on November 1, 2018. For
projects that generated power before the effective date of the Decision No. 39/2018/QD-TTg, they can also benefit from the new
FITs from November 1, 2018. This decision applies to a component
or the whole grid-connected power plant being commercially operated before November 1, 2021; and remains in effect for 20 years
since the date of commencing commercial operation.
Power Purchase Agreement (PPA). Standard PPAs have been
published for different types of renewable energy, including wind power,
solar power, biomass energy, and waste to energy.
• Decision No. 18/QD-BCT, dated 18/8/2008 on the promulgation of an avoided cost-based tariffs schedule and a standard power
purchase agreement;
• Decision No. 37/2011/QD-TTg, dated 29/06/2011 by the prime
minister on the wind power price subsidy mechanism;
• Circular 32/2012/TT-BTC: Project development procedures and
the standard PPA for wind power;
• Circular 44/2015/TT-BCT: Project development procedures and
the standard PPA for biomass energy;
• Circular 32/2015/TT-BCT: Project development and the standard
PPA for solid waste to energy conversion; and
• Circular 16/2017/TT-BCT, dated 12/9/2017: Project development and the standard PPA for solar power projects.
Renewable Portfolio Standard (RPS). All power distributing, trading,
and generating units need to meet the RPS. Power generating units with
an installed capacity of more than 1 MW (excluding the BOT power
project) must acquire a share of electricity from renewable energy sources
(excluding hydropower plants with a capacity exceeding 30 MW): at least
3% by 2020, 10% by 2030, and 20% by 2050. The power distributing
