Feed -in Tariffs. Decisions endorsed by the prime minister on avoided
costs/FITs for power generation development from wind, biomass, solid
waste incineration, and small hydropower are:
• Decision No. 18/QD-BCT, dated 18/8/2008 on promulgation of
an avoided cost-based tariffs schedule and standard Power Purchase
Agreement (PPA).
• Joint circular 58/2008/TTLT-BTC-BTN&MT: Tariff support for
CDM renewable energy projects (including: wind, solar, geothermal,
tidal, or recovered methane gas projects) from the Vietnam Environment Protection Fund.
• Decision No. 37/2011/QD-TTg, dated 29/06/2011 by the prime
minister on a wind power price subsidy mechanism (currently under
review and being updated): (i) standard PPA; (ii) grid-connected
electricity price subsidy of 7.8 US cents/kWh with 1 USD cent
coming from the Environmental Protection Fund.
• Decision No. 24/2014/QD-TTg, dated 24/3/2014 by the prime
minister on the biomass power price subsidy mechanism: (i) the electricity price of biomass power projects connected to the grid set at
5.8 US cents/kWh.
• Decision No. 31/2014/QD-TTg, dated 5/5/2014 by the prime
minister on the solid waste power price subsidy mechanism: purchase
price of 10.05 US cents/kWh for incineration technology and 7.28
US cents/kWh for burial technology.
• Decision No. 11/2017/QD-TTg, dated 11/4/2017 by the prime
minister on the mechanism to encourage the development of solar
PV projects in Vietnam: The purchasing price at agreed locations is
9.35 US cents/kWh. This power price is applied for on-grid solar PV
projects with solar-cell efficiency of more than 16%, or module efficiency of more than 15%. For rooftop solar PV with the net metering
system, the purchase price of excess power is the same as that for
on-grid solar PV projects, being paid at the end of the year or at
the completion of the PPA. The power purchasing price is annually
adjustable in accordance with exchange rate of USD/VND. Since
introduction of the solar FIT, installed solar PV capacity has skyrocketed from almost zero to more than 4500 MW at various locations
by June 2019. This even surpassed the targets set by the PDP7r.
