private partners. Private stakeholders could be engaged in some policyformation steps, but normally energy policy development is a top-down
process and private stakeholders’ involvement remains limited. 2 PPCs are
responsible for provincial small-scale hydropower policies and planning.
These plans must include a consulting phase with MOIT before adoption.
The monitoring and evaluation of renewable energy planning is mainly
left to the MOIT in terms of state management at the highest level and
to PPCs at the local level. For small hydropower plants and wind power,
PPCs will have roles to develop provincial renewable energy Master Plans,
to monitor progress and report on renewable energy development to
MOIT and the Prime Minister. Master Plans are prepared for wind,
biomass, and small hydropower (in provinces with highest potential). The
monitoring and evaluation are mostly conducted on a yearly basis, and
this information is used to review the planning. The monitoring and evaluation frameworks are aligned with domestic processes and conform to
local accountability mechanisms. Performance evaluation, financial assessment, and audit procedures are undertaken in accordance with relevant
regulations.
Renewable Energy Targets and Strategies
In relation to renewable energy promotion, several legislative documents,
strategies, and action plans serve as the key components that define
the country’s renewable energy policy framework. These documents are
outlined below.
Electricity Law 24/2012/QH13. This electricity law was introduced
in 2004, and the most updated version of the electricity law came into
force in 2013. The Law provides the framework for the introduction of
a competitive power market, restructuring of the electricity sector and
related regulations in national and provincial Master Power Plans. The
Law also provides that Power Master Plans must conform to a National
Master Energy Plan (NMEP). This must be developed in order to ensure
the consistent, comprehensive, systematic, and integrated character of
energy resource planning.
National Energy Development Strategy to 2020 and 2050. The National
Energy Development Strategy (NEDS) to 2020 and 2050 was issued
in Decision 1855/QD-TTg by the Government of Vietnam in 2007.
The coordinating government agency for NEDS is MOIT. This is the
central framework for the entire energy sector in Vietnam, encompassing
