MOIT manages and regulates energy development and utilization, promulgates circulars which guide implementation of Government
and Prime Minister Decrees and decisions, issues standards, technicaleconomic norms under its authority, and organizes and verifies power
master plan development. In addition to the MOIT, as for the other subsectoral policy, the other main institutions involved in renewable energy
are the MPI and MoF as the bodies in charge of coordinating planning and allocating resources for policies. They are important stakeholders
that review and appraise renewable energy sourcing programs 1 in accordance with their mandates and duties in planning, financing, and resource
allocation. EREA/MOIT assists in the implementation of MOIT state
management functions. It is the most important policy maker within the
field of renewable energy planning, with significant authority over national
and provincial renewable energy planning.
The Provincial People’s Committees (PPCs) are in charge of implementing at the local level renewable energy policies in close coordination
with MOIT, particularly for wind power planning in Southern and coastal
provinces, and small hydropower planning in Northern and Central and
Central Highland provinces. PPCs play a crucial role in renewable energy
projects at the local level as they are entitled to appraise Development
Proposals and certify the Investment Certificate for developers, issue landuse permits, provide local incentives (if any) for renewable energy project
investors who are developing projects in their territories.
Vietnam has a vertically integrated electricity sector whereby EVN
is the single buyer of electricity and maintains control over generation, transmission, distribution, dispatch, market operations, and ancillary services. It is the third-largest state-owned enterprise in Vietnam
and, despite partial unbundling into subsidiary companies, exerts firm
monopoly control over most of the electricity supply industry in Vietnam.
PetroVietnam (PV) is now the single largest producer of biofuels in
Vietnam. Currently, PV owns three bioethanol facilities across the country
with a capacity of approximately 100,000 cubic meters per year.

Renewable energy policy is formed through consultations among relevant ministries, provincial-level governments, state-owned companies in
the energy sector such as EVN, Petro Vietnam, Vinacomin, and selected
