Key Stakeholders. Governance of the electricity supply industry is primarily
carried out by MOIT via the Electricity and Renewable Energy Authority,
the Department of Energy Efficiency and Sustainable Development, and
the Department of Oil, Gas and Coal. The Electricity and Renewable
Energy Authority is the agency for planning, appraisal, and approval of
electricity projects, including renewable power projects. Governance of
the electricity market is exerted by the Electricity Regulatory Authority
of Vietnam (ERAV), a quasi-independent regulator. This is the agency
responsible for managing the demand side of the electricity sector,
including electricity price setting, electricity purchase mechanisms, and
setting the roadmap toward a competitive electricity market. The institutional structure of electricity governance is illustrated in Fig. 11.3.
