all sub-sectors such as coal, oil, electricity, renewable energy, and power
market reform. The strategy identifies the need for a sufficient supply
of energy to service projected developments in the national socioeconomic plan. It proposes the gradual formation of a state-oriented
energy market with diversified ownership and business. NEDS goals
include strengthening national energy security, promoting improvements
in energy efficiency, and increasing the share of renewable energy in the
energy mix. NEDS also includes power market reform and electrification of remaining off-grid rural areas. NEDS impacts all stakeholders in
Vietnam’s energy sector, from state agencies to public utilities, household
energy consumers, and project developers.
NEDS requires that the exploitation of all energy resources must be
efficient and mitigate environmental impact in conformity with regional
and international environmental standards to limit emissions and pollution. NEDS includes the following targets for renewable energy and
energy efficiency:
• Renewable energy as a share of total primary energy supply is
targeted to reach 3, 5, and 11% by 2010, 2020, and 2050, respectively. 3
• The share of households using renewable energy for cooking is
targeted to reach 50% by 2010 and 80% by 2020.
National Renewable Energy
Development Strategy (REDS)
The National Renewable Energy Development Strategy to 2030 with
outlook up to 2050 was approved by the Prime Minister in Decision
2068/QD-TTg dated 25/11/2015. The Strategy creates foundations for
more specific and sub-sectoral renewable energy planning by providing
targets for biomass, biogas, wind, and solar regarding energy and electricity uses. The country will promote onshore wind power until 2030
and study potential offshore developments as of 2030. Solar power development will also be focused on islands, borders, and remote areas where
no electricity supply is possible. MOIT will be the focal agency to implement the strategy that is expected to most benefit electricity customers,
renewable energy investors, and the renewable energy industry.
