TAP
The Shah Deniz Consortium decided that the TAP project, transiting energy from
Azerbaijan, through to Turkey, Greece, Albania, and Italy, would be the most suitable south stream course. This decision, made in July 2014, marked the nail in the
coffin for the Nabucco plans (www.haber7.com 2016). The Shah Deniz Consortium,
made up of BP, Total, Statoil, and Socar, accepted the TAP plans, as prepared by
Statoil, Swiss AXPO, and German E.ON Ruhrgas, and took swift moves to action
on the ground (www.tr.sputniknews.com 2017).
The Shah Deniz Consortium is due to make its first gas sale to Turkey and
Georgia by the end of 2018, with delivers to Europe scheduled for 2020 (www.
haberturk.com 2017).
The Shah Deniz Consortium secured 100% of TAP’s initial capacity of 10 bcm
annually for Azerbaijani gas (Shah Deniz 2 Field) with a 25-year contract and with
a TPA discharge from the EU for the first stage of delivery thus preventing Russia
or Iran from being able to contribute their own resources for the next 25  years
(www.jamestown.org 2017).
Significant market or geopolitical shifts, or a sufficient rise in EU demands or
shortages could still allow for Russian and Iranian cooperation in theory however
the Shah Deniz Consortium’s long-term contracts and EU legislations make this
option remote in practice (www.jamestown.org 2017). The Trans-Adriatic Pipeline
(TAP) intends to transport Azerbaijani natural gas to European markets and is open
to other shareholders, including Iran (www.enerjienstitusu.com 2015a, b). It plans
to connect to the Trans-Anatolian Pipeline (TANAP) at the Turkish-Greek border,
shifting resources from Azerbaijan’s Shah Deniz 2 Field to Italy via Greece and
Albania. TAP has so far attracted the participation of BP (20%), SOCAR (20%),
Statoil (20%), Fluxys (19%), Enagas (16%), and Axpo (5%) (www.enerjienstitusu.
com 2015a, b) (Fig. 3.3).
