• only in 4 proceedings was the criterion of the lowest price no more than 50%, and
in 6 cases this criterion was 80% or more,
• as a result of the Pareto-Lorenz analysis, it was found that the most common
and significant non-price criteria for the offers included the implementation of a
project in the BIM system/BIM methodology (approx. 38%), staff experience in
the field of BIM (approx. 18%), and also the deadline for completing the subject
of the contract (approx. 18%). The indicated criteria constitute approx. 72% of
all the criteria that appeared in the analysed set of 20 tender procedures.
6 Conclusions
As a result of the conducted analysis of 20 selected tender procedures related to BIM
technology, it was found that:
• BIM technology is increasingly required by contracting entities in public procurement. This is evidenced by the growing number of procedures in which the
contracting authority in the subject of the contract indicates the obligation to
use BIM technology during the implementation of the project.
• there is a continuous increase in awareness concerning BIM technology among
contracting authorities. In tendering procedures, bidders are increasingly required
to possess, among others, knowledge of BIM technology and experience in its use.
These aspects are willingly used by contracting entities as a non-price criterion for
the evaluation of bids. In the analysed group, non-price bid evaluation criterion
