5 Analysis of the Criteria for Selecting the Best Offer
Figure 3 presents the percentage share of the price criterion in the 20 analysed tender
procedures, while Fig. 4 presents a bar chart that illustrates the number of occurrences
of individual identified non-price evaluation criteria of offers, which are ranked from
the maximum to minimum (the so-called Pareto chart), as well as the cumulative
percentage share of subsequent criteria (in the form of the so-called Lorenz curve).
In order to select the most important criteria, Pareto-Lorenz analysis and the Pareto
principle 80/20 were used. According to this principle, the set of relevant criteria
accounts for 80% of all the criteria [37].
Based on the analysis of 20 tender procedures, it was found that:
• in 11 tender procedures, the non-price evaluation criterion was used while taking
into account the aspect of the execution of a contract using BIM technology, which
constitute 55% of all the analysed procedures,
• in the remaining 9 proceedings, non-price selection criteria referred to, among
others, the efficient use of energy (3 procedures), the shortening of the deadline
for completing the subject of the contract (5 procedures), the innovation and
quality of solutions not related to BIM technology (3 procedures), the payment
period (1 procedure), and the warranty period (1 procedure),
• the experience of key personnel in the field of knowledge of BIM technology as
a non-price criterion for bid evaluation appeared only in 5 tender procedures,
