to ensure high standards of spatial development and to consider the interdisciplinary approach, multi-sectoral planning and broad cooperation of various
stakeholder groups. The integration of water resources management in the
metropolitan area should be closely connected with the area’s strategy of development. It is necessary to implement a system for monitoring the results of the
multidimensional model of management which will contribute to the minimisation of the degree of threat while at the same time improving the safety of
waters and helping to achieve maximum benefits for all stakeholders.
19.4 Recommendations
Research confirms that water resources in Poland are diverse both in time and in
space. Compared to other European countries, Poland has relatively small resources
of renewable surface waters. Lack of adequate protection of surface and underground
water resources may constitute a barrier to future economic development. Solving
this problem requires a systematic approach to the development and implementation
of a comprehensive action plan that will take into account technological, financial,
organizational and legal issues in the field of water management throughout the
entire catchment. Therefore, further research is recommended to develop detailed
procedures for monitoring the quality of surface and groundwater. It is advisable
to adapt the research to diverse physical and geographical conditions that require
an individual approach, as well as to increase the number of monitored objects and
the frequency of research, especially in different hydrological conditions. A separate
problem is the issue of monitoring sources of pollution that get into the receivers from
the catchment area. It is recommended to implement a pollution reduction program
from various sectors of the national economy: industry, agriculture or municipal
economy. Emphasis on further wastewater treatment and co-financing for modern
technologies in the field of wastewater treatment is recommended. It is proposed
to support the program for the development of new technologies and their transfer
to relevant users through various incentive systems. Joint activities in the field of
water resources protection should be carried out in cooperation with hydrologists,
officials, planners and engineers. Practical conclusions, especially regarding regional
development barriers, can significantly expand water management aimed at limiting
operations and improving water quality on a regional and national scale.
This section contains also a set of recommendations, obtained from the chapters
presented in this volume, for future research in water resources management in
Poland.
1. The construction of small retention reservoirs in areas with limited water
resources and economical water management—water reusing and proper rainwater management—will improve the situation in the variability of water
resources in Poland.
2. The best way to maintain environmentally valuable areas is to grant them
legal status based on environmental protection goals where it is possible. Each
