Protection against flood waters of the lower section of the Vistula River from
Włocławek to its estuary to the Gda´ nsk Bay—reseervoir and dam below
Włocławek
In the area of the lower Vistula water region, the construction of a water stage
(damming structure, flow reservoir, hydroelectric power plant) is planned in
order to protect the Vistula River from its flood from Włocławek to its estuary
to the Gdansk Bay. The planned completion date of the investment is 2021
(with a prospect until 2027). The cost of the investment is estimated at 3.02
billion PLN
The reservoir will serve to improve water relations and counteract climate
change, first and foremost to limit the effects of drought
The main activities resulting in the achievement of environmental goals
include, among others, stopping erosion below the dam Włocławek (through
the construction of the weir with the use of the Jambora low-head dam and
tributary basin) and elimination of unnatural daily fluctuations of the water
level on the Vistula. Additional benefits include the creation of a Va class
waterway along the length of a new reservoir, increased retention and
production of electricity from a renewable source
The following options were considered for this task:
(a) a variant of worsening the existing state—intensifying the risk of
construction disaster of the Włocławek water stage, riverbed erosion, the
emergence of the ice jams, limitation of the possibility of exploiting the
dam facilities, increasing problems with maintenance of river bank
infrastructure, drainage of the river valley
(b) variants of the flooding threshold—excluded, due to the increased risk of
ice, ice, and frazil floods
(c) variant of demolition of water stage in Włocławek—excluded due to
social interest and environmental consequences (including reduction of
groundwater level, utilization/risk of sediments flow deposited in the
reservoir)
(d) other technical and non-technical variants—construction of the polder is
not possible due to the utilization of the surrounding areas
(e) variant of construction of the water stage below Włocławek—the only
one to meet environmental objectives
