– lack of preparation (investment, exploitation) and the scope of irrigation water
sources as well as supply systems,
– a constant and significant increase in the uncontrolled abstraction of groundwater
for agricultural irrigation,
– grasslands located on peat soils (about 2 million ha) cannot be denied irrigation
in order to stop the process of peat degradation.
5.4.3 Needs for Development of Irrigation and Drainage
With regard to irrigation, some basic questions could be addressed:
– how many agricultural lands should be irrigated in Poland;
– to what extent irrigation is needed in Poland;
– how much and what (what crops) need to be irrigated, also taking into account, and
perhaps first of all, the demand for agricultural products and food (domestic and
export needs), which is associated with the strategy of agricultural development
in Poland;
– how much food we want to produce for the internal and external market;
– whether irrigation is needed to obtain this production;
– how farmers look at irrigation, whether they need it and in what production
departments;
– whether irrigation will be economically justified;
– do farmers receive compensation for losses in crops as a result of a drought or
support the improvement of irrigation financially
– etc.
Similar unresponded questions and unsolved problems can be formulated with
regard to drainage.
Out of 16 Polish voivodships (Fig. 5.5), due to climatic conditions described by
CV index [19], the following ones urgently need development of irrigation (Fig. 5.6):
Wielkopolskie (CV = 1.00), Lubuskie (CV = 0.96) and Kujawsko-Pomorskie (CV
= 0.83), while the needs seem to be the lowest for: Małopolskie (CV = 0.00),
Podkarpackie (CV = 0.09) and ´
Sl˛ askie (CV = 0.10).
The similar analysis, realized for the improvement of drainage, proves that due
to climatic conditions the Zachodniopomorskie and Pomorskie provinces have the
highest validity (need) of drainage solutions implementation (Fig. 5.7), whereas
the lowest pertains to Wielkopolskie and Kujawsko-Pomorskie [19]. When soilwater criteria are concerned, Podlaskie seems generally characterized by the highest
validity of developing drainage, in terms of hydrological conditions—Małopolskie,
while from the environmental-ecological point of view Łódzkie province gains the
highest importance.
