4 Development of the Standard System for Differentiated …
4. Mechanical operation of landfilling
Routine inspection and maintenance should be conducted for the operation machines
before landfilling operation.
Before operating landfilling machines, all instruments should be checked to ensure
working normally. Once abnormalities are found, the machines should be halted
immediately for inspection.
Landfilling machines should be managed with assignment of specified vehicles
and personnel and the shift relief system should be applied.
Wastes and sundries on the landfilling machines should be removed timely after
finishing landfilling operation.
The inspection and supervision of wind-break nets should be strengthened and
wastes hung on the nets need to be removed in time.
5. Environmental monitoring and operation supervision of waste landfill sites
Environmental monitoring and evaluation should be carried out regularly after the
operation and closure of waste landfill sites.
Upstream and downstream water quality as well as environmental and air quality
around the waste landfill sites should be monitored once every half a year.
From the beginning of landfilling operation to the ending of site closure,
subsidence of the wastes should be monitored once annually.
6. Disinfection
Rodenticide, culicide, and muscicide of low toxicity, high efficient, and high pertinence should be used regularly in the waste landfill sites and other areas where there
are abundant mosquitoes, flies, and mouses for eradication.
7. Site closure
The closure of waste landfill sites should conform to the regulations in standards CJJ
17 and CJJ 93.
After closure of waste landfill sites, facilities for drainage, air ventilation, transportation, and leachate treatment in the sites need to be operated and managed
according to the design requirement.
4.2.5.2 Maintenance
1. Specified personnel should be assigned in the waste landfill sites responsible
for the maintenance, clean keeping, and desilting of facilities including roads,
cut-off ditches, drainage channels, flood barriers, waste dams, and car-washing
tanks in the landfill region.
