6. Safety of cleaning personnel should be guaranteed during the cleaning and safety
warning marks need to be set on the waste transport vehicles.
4.2.5 Operation Technologies of Waste Landfill Sites
4.2.5.1 Operation Management
1. Landfilling operation
Plans and schemes of landfilling operation should be formulated prior to waste
landfilling. Wastes should be filled layer by layer in each unit and region.
The waste landfilling platform should get prepared everyday before the landfilling
operation and the area of the platform needs to be controlled according to the actual
conditions.
Specially-assigned personnel should be responsible for the command and dispatch
of vehicles at the landfilling sites.
Wastes need to be paved in time during the landfilling and each layer of paved
wastes should be lower than 1 m. It is suggested to set the thickness of a unit to be
2–3 m.
Hazardous wastes are not allowed to be filled in waste landfill sites. Bulky wastes
that can probably form cavity structures should be crushed in advance.
The waste landfill sites should be covered in time after daily operation. The covering layer should be compacted and smoothed. The thickness of daily and intermediate
covering layers should be not less than 15 and 20 cm, respectively. The thickness of
the final covering layer needs to be set in line with the requirements for site sealing.
Drainage ditches, water cut-off and diversion dams, and downstream ditches in
waste landfill sites should be kept unblocked.
2. Operation of ventilation system
During the collection and growing of gas in waste landfill sites, deposited sludge and
sundries should be cleaned in time to guarantee that pipes in the well are connected
smoothly and devices in air ventilation system are under good conditions.
3. Collection of leachate
Collection system for leachate in waste landfill regions should be kept unblocked.
Leachate in the waste landfill regions needs to be monitored regularly.
Leachate should be harmlessly treated, and not allowed to be discharged directly.
The treatment and discharge of leachate need to accord with regulations in the
standard HJ 564.
Leachate needs to be sprayed timely for dust prevention.
