4 Development of the Standard System for Differentiated …
While mini-sized motor vehicles are used for collecting wastes, the radius for
collection should be lower than 3 km, not larger than 5 km.
When mini-sized flat trucks are utilized for transferring the collected wastes, the
flat trucks have to enter the transfer stations to unload wastes, so as to avoid secondary
pollution.
Wastes are loaded immediately after a flat truck arrives to shorten the retention
and exposure time of wastes.
Waste transportation vehicles should have favorable sealability on the whole. No
waste scattering and sewage dripping are allowed during the transportation. The
vehicles should be clean and on good conditions.
Drivers of waster transfer vehicles should check whether the inlet and outlet in
front and back of the sewage box are blocked frequently in rainy season.
Dustbins should be cleaned while they are lifted to transfer wastes to the vehicles
and the transfer stations should be weeped after departure of transfer containers.
4.2.4.2 Maintenance
1. Dustbins should be repaired in time to guarantee normal utilization.
2. After transferring wastes in dustbins to waste transfer vehicles, drivers should get
off to check whether all the wastes are unloaded and clean frame of the unloading
outlet of the dustbins. No wastes are allowed to be retained on the frame.
3. Waste transfer vehicles should be clean before leaving the transfer stations.
4. Locations including the press, trough, management room, tool room, operation
platform, and so on should be kept clean.
5. The air cleaning and sewage treatment facilities are expected to be checked and
cleaned regularly.
6. Waste transfer stations should be kept clean with clear signs.
4.2.4.3 Safety Operation
1. The safety and occupational health of personnel working in the waste transfers
stations should accord with regulations in standards GB/T 12801-2008 and GBZ
1.
2. The noise control during the waste transfer process should conform to regulations
in standard GB 3096.
3. Safety signs such as instructions of traffic control and open-fire control should
be set at appropriate positions in waste transfer stations.
4. Warning signs need to be set on relevant facilities and equipment for waste
loading, lifting, and reversing vehicles.
5. Directing and positioning devices or limitation pre-warning devices should be
arranged at the loading and unloading positions according to the specifications
of waste transfer vehicles or containers.
