The elaboration of the management plans is done in phases:
– phase 2004: the elaboration of Chaps. 1–5 and Sects. 6.1 and 6.1.2 of the Hydrographical Basin Management Plan;
– phase 2007: elaboration of the integrated monitoring system of waters (Chap. 7), in
conformity with the provisions of the Framework Directive and the other European
directives;
– phase 2008: the elaboration of the Hydrographical Basin Management Plan
through Chaps. 1–13 based on the data provided by the new integrated monitoring
system of waters. The publication of the first draft of the Plan and its submission
for information and consultation by the public;
– phase 2009: the publication of the Hydrographical Basin Management Plan and
its approval by the Romanian Government;
– phase 2009–2015: the implementation of the Hydrographical Basin Management
Plan to attain the good status of waters in Romania;
– phase 2013: the analysis of the elaboration of the Hydrographical Basin Management Plan and the beginning of the elaboration of the second Hydrographical
Basin Management Plan to be implemented until 2021.
The cycle of planning and of elaboration and implementation of strategy in the
field of water management continues every six years, each cycle with specific objectives. The first Hydrographical Basin National Management Plan was completed
in 2009. The Framework Directive Water has a profoundly scientific character. Its
implementation creates a legal and operational framework of integrated management
of water resources at the level of the hydrographical basin. The Basin Management
Plan is in close correlation with the socioeconomic development and it features the
