Slowly, things are changing, because urban water operators tend to expand their
activity in the nearby rural areas, but this will only be possible with big investments,
based mainly on EU structural funds.
In Cluj-S˘ alaj region, we have described the extraordinary evolution of a robust
water enterprise, Somes , Water Company (CAS S.A.), evolution oriented towards
efficiency. As a solid proof, in 2018 CAS S.A. has obtained the second place in the
national ranking of the lowest price per cubic meter of drinking water delivered to the
consumers. This is a remarkable performance, taking into account the fact that Cluj
water quality was maintained to exceptional levels, in compliance with all standards
and regulations.
6.8 Recommendations
Like CAS S.A., every modern local or regional water operator should be permanently
concerned to fulfil its mission [4], by taking specific sectoral measures:
– providing appropriate water supply to localities and citizens;
– increasing the number of customers connected to the centralized drinking water
supply system;
