Upgrading the SCADA system at Gil˘ au WTP
Although at the Gil˘ au WTP there is a functional SCADA system, it is obsolete and
inadequate for such critical infrastructure. From a hardware point of view, a completely new SCADA structure is required. The optimum dosage of chemicals to be
administered will be permanently calculated and adjusted by the station’s laboratory,
guided by a SCADA system. The doses of chlorine for the final disinfection process
will be adjusted automatically, depending on the free chlorine input value, the plant
being equipped with an on-line analyzer of residual chlorine in the drinking water.
Another package of measures is dedicated to the extending of the existing water
network:
In 2016, the water supply connection rate in the area Cluj-S˘ alaj allocated to the
Some¸ s Water Company (Table 6.2) is about 79% (of which 65% comply in terms of
continuous supply of water meeting the required quality parameters).
After the investments made through this project, the connection and compliance
rate will increase to 95% in 2022 (Table 6.3), which represents a supplement of
242,429 inhabitants that will be supplied with drinking water from compliant sources
at the end of the project.
Other future measures envisaged in the POIM project:
• Taking into account the extension of the operating area—both of the water supply
system and of the wastewater system, part of the existing operational buildings at
the branch level do not meet the future needs, so it is necessary to supplement the
equipment used for interventions and maintenance;
• At Some¸ s Water Company there is no Integrated Information Management System similar to those used by other companies in other countries. In the context
of the current evolution of information and innovation technology, it is imperative to optimize the operation and to achieve the performance indicators for both
