the present “Regional Project for the Development of Water and Wastewater
Infrastructure in the counties of Cluj and S˘ alaj in the period 2014–2020”. By
promoting integrated water and wastewater systems in a regional approach, the costefficiency maximization is aimed, in order to optimize the global investment costs
and the operational costs induced by such investments.
The first package of measures is targeting the rehabilitation and modernization of water sources and WTPs. In order to improve the existing water treatment
processes at Gil˘ au WTP (Fig. 6.12), a series of works will be conducted to eliminate the current deficiencies. The capacity of the treatment facilities at the Gil˘ au
WTP depends directly on the maximum daily flow rate, which is equal to 2650 l/s
or 228,960 m
3 /day.
The water source for the treatment plant is Lake Tarni¸ ta, having as backup sources
the reservoirs at Some¸ sul Cald and Gil˘ au (Fig. 6.13).
The quality parameters of the treated water must comply with the requirements
laid down by the Council Directive 98/83/EC on the quality of water intended for
human consumption, transposed in the Romanian legislation by the Law 458/2002,
with subsequent modifications and additions (the Law 311/2004 and Ordinances no.
11/2010, no. 1/2011 and 22/2017).
According to the statistical data available at the WTP, the treatment process has
been maintained constant, and the quality indicators of the treated water have permanently complied with the legal provisions mentioned above. However, the improved
treatment technology will be able to guarantee both the long-term compliance of
quality indicators with even more severe requirements of the European and Romanian drinking water legislation and increased operational efficiency.
Reducing the pressure head of raw water at the entrance to the WTP
This was a technologically necessary measure, but at the same time, it allowed to
use the water-energy potential to cover part of the station’s electricity consumption.
