of water tanks. Also, the Gil˘ au WTP has been modernized and rehabilitated. The
reimbursement of this credit was completed in 2012.
ISPA—Structural Pre-accession Instrument
The program had a total value of 63.6 million euros, and the work was carried out in
the period 2003–2010. The structure of the financing was:
– 55.12% non-refundable EU funds;
– 19.27% state-guaranteed European Investment Bank (EIB) credit;
– 1.92% PHARE non-refundable funds;
– 11.74% of the public budget;
– 11.95% of the company’s sources.
The program mainly targeted the municipality of Cluj-Napoca but also had a
component of developing sewage networks in the upstream rural area. In total, about
173 km of pipe networks were made or rehabilitated, of which 32 km of water supply
pipes on 61 streets and 34 km of water pipes for the supply of water tanks.
Other notable works that were carried out during this program were:
– the raw water transportation pipe from the Tarni¸ ta catchment and the Some¸ sul
Cald underwater transportation pipe;
– the micro-hydropower station of 10,000 MWh/year;
– the modernization of the Gil˘ au WTP.
The final term for repayment of the credit is in 2026.
Adopting Lake Tarni¸ ta as the main source of raw water has created the premises
for the future expansion of the administered area, including the S˘ alaj County, and
also eliminated the dependence of the municipality of Dej on a private treatment
station belonging to a bankrupt company.
The micro-hydropower station developed on the raw water catchment system
(Fig. 6.4) allowed the production of green energy and, thus, entering the green certificate market.
In order to ensure sustainable development, to maintain a good water source
quality and to prevent pollution (Fig. 6.5) in the entire geographical area of the
Tarni¸ ta-Gil˘ au catchment basin, a plan for pollution prevention and source water
management was developed [3]. The implementation of this plan was entrusted to a
committee in which all responsible authorities and institutions were involved, such
as the Cluj County Council, the local authorities, universities, environmental NGOs,
public health and environment authorities.
SAMTID—Small and Medium Town Infrastructure Development Program
The program was conducted during the 2005–2009 period in the small and mediumsized towns of the area served by the regional operator in the counties of Cluj and
S˘ alaj (Zal˘ au, ¸
Simleu Silvaniei, Jibou, Cehu Silvaniei—of S˘ alaj County and Dej,
Gherla, Huedin—of Cluj County) and amounted to 14.4 million euros.
