MUDP II—Municipal Utilities Development Program
The works financed through this program were conducted from 1997 to 2002, totaling
38 million US dollars [3]. The funding structure was:
– 45.45% European Bank for Reconstruction and Development (EBRD) credit;
– 24.15% PHARE non-reimbursable fund;
– 30.39% of the public budget and own sources of the water company (Fig. 6.3).
Through this program, which targeted exclusively the public infrastructure in the
municipality of Cluj-Napoca, about 117 km of networks were rehabilitated, of which
