The most important problems are related to the surface and groundwaters within
rural settlements because they are polluted by animal and human dejections that end
up straight in the bodies of water. By connecting all the localities to the sewerage
system and to the water supply system, pollution will cease almost automatically
nationwide.
With regard to water quality, Romania needs to improve its policy according to the
intervention logic of the Water Framework Directive. In order to respect the transitory
deadlines, set in the Priority Accession Treaty, there are two aspects: (i) investments
in urban waste water treatment plants; (ii) reducing pressures in agriculture by better
identifying and defining both the compulsory measures that all farmers have to respect
and the complementary ones for which they can receive funding.
