LMS Act as a repository not only for content but also for collecting session
level feedback from trainees, on trainers, capturing attendance, etc. The elearning certificate has a barcode which can be used to verify if the said user
has completed the course or not. Figure 7 shows municipal officials accessing
LMS and with their e-learning certificates.
• F2F sessions and Field Level Trainings: Completion of e-learning module is
a pre-requisite to be able to attend the F2F sessions for municipal officials. eLearning is not scheduled for the PH Workers; they are directly invited to field
level trainings.
The sessions involve sharing of SWM concepts and participatory learning based
on case studies. F2F sessions are also staggered. Field Level Trainings are intended
for PH Workers and are more of experiential learning on the ground.
• Feedback and Certification: Feedback is an integral part of every session. Trainee
feedback is taken during the F2F sessions and study tours and uploaded on to
the LMS. This feedback covers training content, quality of the training material,
effectiveness of training delivery and arrangements in the training venue. The
trainers also get to understand the trainee level through the tests administered
during the sessions and also by providing comments while uploading the feedback
on the LMS.
Once all the modules are successfully completed, participants are awarded completion certificate, generated automatically by the LMS, duly signed by Directorate
of Municipal Administration and SCIMMU.
• Refresher sessions and Retraining: It is essential that the capacity building activities are not viewed as a one-time exercise but to be visioned as continued engagement. Any new programme evolves over a period of time and it is only pertinent
that capacity building be in sync with this evolution. As a result, apart from the initial modules that have already been developed for different focus groups, refresher
modules will also be prepared at a later point of time to be in sync with the evolving
context. The refresher modules will serve two purposes
– Ensure that the feedback from the field is taken into consideration and relevant
knowledge is provided to the trainees to better equip them to deal with change.
– To continue to motivate the trainees and ensure their commitment to change.
6 Achievements
PH Workers have been targeted first for capacity building as they form the most
important cog in the wheel and their buy-in is critical at this moment. Approximately
