20,000 PH Workers have been trained so far. A total of 5998 Municipal Officials
have been enrolled for e-learning and more than 95% have completed the elearning course.
Anecdotes
One of the PH Workers, Mr. Ramayya says that for the three months for which the Uniform
Guidelines have been rolled out so far, he has been getting his salary on time – on the 5th of
every month. He has also been happy with the safety gear and equipment provided to him.
Another worker quips that Source Segregation still remains a problem and that they are being
requested by the citizens to take the waste as it is and not separate it, especially in the case
of women – since the waste also comprises sanitary waste which is still a taboo area.
7 Way Forward
There is still lot to be achieved in the coming months. As discussed earlier,
capacity building is an ongoing process and should be continually improved with
more experience, matching changing field requirements and to meet stakeholder
expectations.
Apart from conducting the training of municipal officials, it is important that the
feedback of the stakeholders to the programme on the ground is closely monitored.
The effectiveness of the programme can be assessed through proper monitoring and
evaluation plan in various ULBs, especially where the rollout of the programme and
the capacity building have taken place. This will not only help to improve the quality
and relevance of content of the capacity building programmes but also become a
feedback loop to help the government make the necessary tweaks in the programme
for better implementation.
