3 Development of Capacity Building (CB) Programme
In wake of the need for a capacity building (CB) programme, the Directorate of
Municipal Administration (DMA) of AP set up State Capacity Building & Information Education Behaviour Change Communication Mission Management Unit
(SCIMMU). Through SCIMMU, the needs of both stakeholders, citizens (the service receivers) and municipal workforce (the service providers) were designed to be
part of a well-coordinated and sustained programme. A State Level Consortium was
appointed to design CB Strategy which included content development, identification of facilitators at the State level, Training of the Trainers (ToT) at the State and
regional levels, facilitating workshops for a period of one year including hand holding for training effectiveness for the target groups. Twelve regional agencies were
also appointed to collect required data, schedule sessions, arrange venue, support
trainers, document and report (Figs. 1 and 2).
