4 Objective of Capacity Building (CB) Programme
The key objectives of the capacity building programme are as follows
• Impart commitment and motivation towards the new approach
• Ensure the new rules and guidelines are understood by all stakeholders
• Coping to changes
• Setting a broad vision in collective waste management
Box 1: Key Features of Uniform Guidelines
The key approaches considered in Uniform Guidelines are (i) work outsourcing
instead of worker outsourcing and (ii) Micro-Pocket Planning as illustrated in
Fig. 1.
Work Outsourcing
In Uniform Guidelines implementation, instead of taking workers on contract
basis for deployment in public health (PH) activities, ULBs are shifting to a
system of outsourcing complete work packages to a registered legal entity. The
work packages includes three categories of outsourcing services—(i) collection of solid waste from residential areas that includes collection of domestic
waste from households, street sweeping and drain cleaning, (ii) collection and
transportation of solid wastes from Commercial and Institutional areas including Construction and Demolition (C&D) wastes in these areas (iii) mechanical
sweeping in the micro-pocket (DMA&UD 2015).
