To handle this growing waste more effectively, State of AP issued Uniform
Guidelines for Solid Waste Management
2 which will be implemented across
all 110 ULBs, in an effort to become fully compliant to SWM rules 2016. This is
a paradigm shift in Municipal Solid Waste Management (MSWM), which involves
scientific planning and optimisation of resources leading to host of advantages, such
as
• Institutionalization of solid waste management (SWM) processes
• Competent and smart workforce
• Encourage community participation
• Clean and green urban AP—creating a sense of pride among the citizens
Refer Box 1 for key features of Uniform Guidelines. With the current paradigm
shift in SWM approach in the State, it was not only obligatory but also essential
to conduct capacity building of all the ULBs staff who were involved in SWMrelated activities. To achieve systematic change in the structure and operations of
MSWM to make AP Swachh Andhra successful, capacity building activities could
not be treated as stand-alone activity. An integrated approach in capacity building
was required which also entailed institution building (IB), information education and
behaviour change (IEBC) communication campaigns, to be effective and sustainable.
2 Need for Capacity Building for Implementation
of Uniform Guidelines
Any new intervention can only be successful if capacities of all the stakeholders
are built to establish, operate and maintain the system. Without these skills, new
systems fail to deliver the requisite services. Therefore, capacity building, education
and training play the pivotal role in providing necessary impetus in creating the
workforce and imparting knowledge.
Solid Waste Management activities in ULBs in Andhra Pradesh include various
stakeholders such as communities, decision makers, ULB officials, operators and
waste handlers with defined roles and responsibilities towards managing the waste.
Therefore, the training cannot be generalized; specific training should be designed
to meet the need of different stakeholders.
CPHEEO’s Municipal Solid Waste Management Rules 2016 has made it a mandate to educate workers including contract workers and supervisors for door-to-door
collection of segregated waste and transporting the unmixed collected waste to waste
processing/waste disposal site.
