Design of Capacity Building Strategy
for Municipal Solid Waste Management
(MSWM) for Andhra Pradesh—A Case

Abstract The State of Andhra Pradesh in India issued “Uniform Guidelines” for
managing Municipal Solid Waste Management which is to be implemented in all 110
Urban Local Bodies across the state, in an effort to become fully compliant to SWM
rules 2016. Stakeholders involved in handling municipal solid waste play a key role in
effective implementation of Uniform Guidelines and its success on ground. In order
to build capacities of all the stakeholders, State of Andhra Pradesh floated state-wide
capacity building programme. Programme focuses on training more than 20,000
public health workers and 6000 municipal officials. CB programme was designed
in a blended learning approach involving e-learning, face-to-face (F2F) trainings,
field trainings for workers, onsite demonstrations in the form of study tours and
refresher courses. CB programme has developed better understanding of roles and
responsibilities among the sanitary workers.

1 Background
A total of 110 Urban Local Bodies (ULBs) dot the urban landscape of Andhra
Pradesh. In total, 6440 MT (Avg.) of solid waste is generated by these urban bodies
on daily basis. With a steadily growing population (currently 494 lakhs), the quantities
of waste are growing too (5% annually)—largely attributable to the increasing per
capita generation and change in living standards of its urban population (146 lakhs
or 29.58% of its total population)
